Aadhaar vs Voter ID Lalan Singh Proposes New Beneficiary Payment System

Union Minister Lalan Singh proposes biometric and Voter ID-based beneficiary verification instead of Aadhaar, raising questions amid the SIR debate.

Union Minister for Panchayati Raj Rajiv Ranjan Singh, popularly known as Lalan Singh, has sparked a national debate after suggesting that Aadhaar should no longer be the primary basis for identifying beneficiaries receiving government payments. Instead, he proposed using the Electors Photo Identity Card (EPIC) number, commonly known as the Voter ID, along with biometric authentication.

The minister's remarks have raised questions about India's identity verification system, the future of Aadhaar-linked welfare payments and the possible implications for citizens amid the ongoing Special Intensive Revision (SIR) of electoral rolls.

What Did the Union Minister Say?

According to a report published by The Indian Express on November 4, Singh made the remarks on October 30 during the National Workshop on People's Plan Campaign 2026-27, organised by the Ministry of Panchayati Raj.

Explaining his position, the minister questioned the reliability of Aadhaar as a beneficiary identification document, saying that Aadhaar enrolment facilities had become widely accessible and that an Aadhaar card could be obtained within five minutes.

He indicated that beneficiary identification and payments should instead rely on two verification elements:

  • The beneficiary's biometric authentication.

  • The individual's Voter ID number, or EPIC number.

However, the minister did not provide a detailed implementation framework or specify exactly which government schemes would adopt the proposed arrangement.

Is Aadhaar Being Discontinued in India?

No. The minister's statement does not mean that Aadhaar is being discontinued or that the government has announced a nationwide replacement.

Aadhaar remains an important identity and authentication system used across several government and private-sector services.

Over the years, Aadhaar has been connected with various services and welfare delivery mechanisms, including bank accounts, direct benefit transfers, LPG subsidies, ration-related services and other government programmes.

The latest proposal concerns the use of Aadhaar as a basis for beneficiary identification and payments. Its actual scope will depend on further government clarification and formal implementation guidelines.

Why Is the Proposal Creating Debate During SIR?

The timing of the minister's remarks has attracted particular attention because the Election Commission of India is conducting Special Intensive Revision (SIR) exercises to verify and update electoral rolls.

Under the proposed identification arrangement, possession of a valid Voter ID number could become important for accessing certain government benefits.

This raises questions about people whose names are missing from electoral rolls, individuals facing difficulties correcting voter registration details and eligible citizens who do not possess an EPIC number.

Critics have questioned whether linking welfare eligibility to electoral identity could create additional difficulties for vulnerable sections of society.

However, the minister has not explicitly stated that the proposal is intended to be connected with the SIR exercise.

An Important Clarification About PM Viksit Gram Swaraj Yojana

The remarks came during discussions surrounding the newly approved Pradhan Mantri Viksit Gram Swaraj Yojana, which will operate from 2026-27 to 2030-31.

The Union Cabinet approved the scheme with a total financial outlay of ₹7,395.55 crore. Its primary objective is to strengthen Gram Panchayats through improved planning, digital governance, capacity building and financial accountability.

Importantly, the scheme's direct beneficiaries include elected representatives, Panchayat functionaries and other stakeholders. The government has also stated that existing departmental arrangements for delivering individual welfare schemes will continue.

The minister has not clarified which specific individual-beneficiary payment programmes would be covered by his proposed Aadhaar-to-EPIC shift.

Why Does India Have Multiple Identity Documents?

India uses different identity documents for different purposes. Aadhaar serves as an identity and authentication mechanism, while Voter ID is primarily associated with electoral registration and voting.

Other documents, including PAN cards, passports and driving licences, serve specific legal, financial, travel and regulatory purposes.

This raises a broader question: Could India simplify its identity ecosystem?

The United Arab Emirates offers an interesting comparison. Its Emirates ID is a unified identity card issued to registered citizens and residents. It contains a unique identification number and supports identity verification across government and authorised private-sector services.

However, India's population, federal governance structure and different legal requirements make a direct comparison difficult.

What Happens Next?

The key questions remain unanswered:

  • Which government welfare schemes will adopt EPIC-based verification?

  • Will Aadhaar continue to be accepted as an alternative?

  • What happens to eligible beneficiaries without Voter IDs?

  • How will biometric authentication failures be handled?

  • When will the government publish formal implementation guidelines?

Until further clarification is issued, existing Aadhaar-related requirements should not be assumed to have changed.

The debate is ultimately about more than replacing one identity document with another. It concerns accessibility, privacy, verification, welfare delivery and ensuring that eligible citizens are not excluded from government assistance.
