Budget 2026: Government Backs Content Creators With AVGC Labs In 15,000 Schools, 500 Colleges

Budget 2026: Finance Minister Nirmala Sitharaman has announced a major push for India’s growing content creator ecosystem in Budget 2026. The government plans to set up AVGC (Animation, Visual Effects, Gaming and Comics) content creator labs across thousands of schools and colleges. The move aims to build future-ready skills, encourage digital creativity, and support the Orange Economy.

With the AVGC sector expected to need nearly 2 million professionals by 2030, the announcement signals strong policy backing for India’s creative and digital talent pipeline.

Budget 2026 AVGC Sector Gets Massive Infrastructure Push

One of the key highlights of Budget 2026 is the government’s focus on the AVGC sector. Sitharaman announced support for the Indian Institute of Creative Technologies (IICT), Mumbai, to help set up AVGC content creator labs in 15,000 secondary schools and 500 colleges across the country.

These labs will give students early exposure to animation, visual effects, gaming, and comics. The idea is simple: start skill-building at the school level so students are industry-ready by the time they graduate.

According to the Finance Minister, the AVGC industry is projected to require around 2 million skilled professionals by 2030, making this investment both timely and necessary.

Experts believe this move will help India move beyond being just a services hub to becoming a global creator and IP-owning nation. By strengthening training infrastructure, the government is laying the foundation for long-term growth in creative and digital careers.

Content Creators Support In Budget 2026 Strengthens Orange Economy

Budget 2026 also places strong emphasis on the Orange Economy, which includes creative industries such as media, entertainment, design, and digital content. Industry leaders have welcomed the decision to treat digital infrastructure as cultural infrastructure.

Ananay Jain, Partner and National Media & Entertainment Industry Leader at Grant Thornton Bharat, said targeted support for data centres, AI-driven content creation, AVGC studios, and intellectual property ownership is crucial.

He noted that such steps will allow Indian creators and platforms to retain value within the country instead of exporting it.

The government has responded by increasing investment in IICT Mumbai and committing to train 2 million students through these content creator labs.

This initiative not only supports creators but also opens new employment avenues, strengthens India’s creative economy, and positions the country as a global AVGC powerhouse in the coming years.
